A politically competitive district, the 11th is a thin, erratically
shaped sliver that is home to well-educated, middle- and upper-class
suburbanites. One of the wealthiest districts in the state and nation, the
11th has a mostly white population, although eastern Fairfax County is more
diverse.
The 11th grew steadily in the 1990s, with Prince William County posting
15 percent growth. The district contains the largest portion of Fairfax
County, the most populous jurisdiction in Virginia. Many residents work in
downtown Washington, either for the federal government or for companies
whose business is linked to the government. While the government remains a
major employer, high-tech is the fastest growing industry, and dozens of
companies have put down roots in office-park developments in Fairfax. The
district's abundance of land also has made it attractive to businesses.
The 11th is a swing district, electing a Democrat in 1992, then
replacing her with a Republican in 1994. Democrats have gone neck and neck
with Republicans in presidential elections, losing by less than a point in
1992 but coming back to win in 1996.
