The jagged peaks of the Grand Tetons rise more than 5,000 feet from the
Jackson Hole Valley to their 13,000-foot apex, less than 10 miles from the
nation's steepest ski slopes at Jackson Hole Mountain. With the smallest
population of any state, Wyoming basks in its wide open spaces, which define
its libertarian politics and natural resource-based economy.
Yellowstone National Park is one of the most visited parks in the
nation, and tourism is an essential part of Wyoming's economy. The state
also relies on mining and commodities sales, so booms and busts coincide
with market prices for those goods. While many of its neighbors expected
budget surpluses in the late 1990s, Wyoming projected a budget shortfall in
years ahead. Many of the state's most skilled workers leave the state, with
nearly 50 percent of college graduates moving away for lack of employment.
Wyoming is a primarily Republican state. Residents savor their land and
resources and abhor government intrusion of any kind, especially in
dictating how land must be used. In most regions, residents are happy with
the state's relative seclusion and tranquil lifestyle and are not too warm
to population growth. Although income from natural resources has decreased
in terms of the amount it contributes to the budget, the state's lawmakers
are loath to raise taxes and dare not entertain a dreaded income tax.
