Northeastern Bay Area
Situated along the San Pablo Bay and home to extensive marshes and
wetlands where the Sacramento and San Joaquin Deltas feed into the bay, the
7th combines industrial and suburban areas of Contra Costa County with the
southern third of the more rural Solano County.
In Contra Costa County, the district takes in middle-class Concord and
the industrial cities of Richmond and Martinez along San Pablo Bay, home to
oil terminals and factories. Richmond was home to one of the largest World
War II shipbuilding operations.
Vallejo, the largest city in Solano County, was the site of Mare Island
Naval Shipyard, which employed about 15,000 people and closed in the
mid-1990s after 140 years of operation. The city is in the process of
converting the island to private-sector business property. Vallejo and other
Solano County communities, traditionally Democratic, also are home to
farm-support services and industry.
Democrats were put in a stronger position in 1992 after redistricting
moved some of the more Republican-leaning suburbs south and east of Concord
to the neighboring 10th District. With the GOP areas gone, the 7th is a safe
Democratic seat.
