CALIFORNIA 49 : North San Diego; Coronado; Imperial Beach

The coastal 49th is the economic engine that drives surrounding districts. It includes San Diego's downtown, large employers, coastline and most of its military bases. Upscale La Jolla, Point Loma, Coronado and Del Cerro are part of the district as are more blue-collar Imperial Beach and Clairmont.

The 49th is a marginal seat with a large number of moderates and Reagan Democrats. In recent years, the numbers of registered Democrats and Republicans have been neck and neck. One of the area's most liberal and Democratic places is Hillcrest, which includes a large part of San Diego's gay community.

The 49th's economy has benefited from its large telecommunications and biotech industries. Three rounds of military base closings in the 1990s did not hurt the district - San Diego actually saw a net gain of about 6,000 defense jobs. One-ninth of the city's gross regional product depends on military procurement, retirement benefits and salaries.
