North - parts of Jacksonville and Orlando
Split nearly 50-50 between black and white residents, the 3rd roughly
follows the St. Johns River from Jacksonville and winds south to near
Orlando. A black-majority district prior to a 1996 redistricting, the 3rd is
Florida's poorest and just 10 percent of its residents were college-educated
as of 1990. Although its population is mostly urban, the 3rd contains miles
of swamps and lakes in its rural areas.
Democrats enjoy a nearly 3-to-1 voter registration margin over
Republicans and have strongholds in downtown Jacksonville and Orlando.
Slightly more than half of the 3rd's population lives around Jacksonville
and votes Democratic in large numbers. The rural areas of the district have
more Republicans and conservative Democrats, but not enough to counter the
Democratic majority.
Mostly a blue-collar area, the district relies on Naval Air Station
Jacksonville and other area government facilities for jobs. Jacksonville's
emergence as a banking and financial center has helped the economic outlook,
while Orlando residents work in tourism jobs at locations like Epcot Center
(in the 8th). But most of the areas in between have agricultural land and
lack major private employers, contributing to the 3rd's poor economic
profile.
