Developments: Long regarded by Alexandria residents as one of the city's unchanging institutions, Burke & Herbert goes out of its way not to make major moves that could startle its loyal customers. But the firm issued a record $36 dividend last year and the price of its 197,000 shares, which are not publicly traded on an exchange, rose from $1,300 to $2,100. Bank officials say they think the stock is gaining cachet as a way of owning a piece of historic Old Town in addition to its value as an investment. The bank is about to make a small leap with plans to open its 16th branch and its first Prince William County outpost in Woodbridge in May. The bank's affiliated mortgage company, founded in late 2001, blossomed during last year's refinancing boom and for the first time became a significant contributor to the bank's bottom line.
