Description: Maximus sells software and consulting services to help state and local governments manage a wide range of social services, including child-support enforcement, Medicaid billing and prison administration.

Developments: Last year, Maximus was awarded a $93.6 million order to develop a "smart card" identification system to be used by all NASA employees and contractors. In November, the company won its biggest contract of the year, a 10-year, $268 million contract from the British Columbia Ministry of Health Services to provide benefit operations administrative services. It continued to work on a five-year, $418 million contract to operate a low-cost insurance program for the state of California. Maximus will be competing for other big awards this year. About a dozen of its contracts, representing more than $100 million, will be rebid. As the company follows state and federal dollars, it is being led by Lynn P. Davenport, who took over for company founder David V. Mastran when he retired last year. Davenport is guiding the company away from some of Maximus's less profitable business units, including correctional services consulting, which provides electronic monitoring for parolees, and other services for which governments are spending less money. It is also entangled in an investigation. In December, federal prosecutors subpoenaed records connected to Medicaid reimbursement claims that Maximus prepared for the District, but the company has said it does not believe it has violated any laws.
