"The number one problem facing our region is transportation. The traffic gridlock confronting our citizens daily affects our quality of life, family life, jobs and the region's economic vitality. Given the financial condition of the Virginia Department of Transportation, we are going to have to look to more public-private partnerships and less expensive short-term solutions to alleviate constant gridlock. The number one problem facing our state is inadequate funding of the state's share of Standards of Quality. Already financially strapped localities are being asked to pay more than their fair share to ensure students get a good public education."
