"The greatest challenge facing the 41st District is improving educational performance and alleviating transportation woes without increasing individuals' tax burdens. Some legislators (like my opponent) claim that individuals must pay more state taxes, yet Virginia had a $55.2 million budget surplus last fiscal year. Fairfax County supervisors have imposed average real estate tax increases of more than 50 percent over the past four years, yet Fairfax County had a $39 million budget surplus last fiscal year. Those sharp tax increases have not translated into substantial improvements in schools' performance nor have they reduced gridlock. We must and can do better."
