Now we must decide as a commonwealth about the investments we need to make in our future. This year's tax restructuring offers us an opportunity to make those choices. Clearly, we must look for ways to reduce the local reliance on the property tax. Giving counties and cities equal taxing authority must be a centerpiece of any overall tax restructuring plan."
