"The most urgent problem is the need for a reallocation of resources that will allow more of the tax revenues generated by this district to remain in this district, rather than be swallowed whole in Richmond. Northern Virginia generates a disproportionate amount of the tax receipts collected by the state and deserves its share for its schools and its transportation needs. The statewide funding formulas must be reviewed in a nonpartisan manner and adjusted to reflect 21st-century realities, to assure a balanced result for Northern Virginia."
