"Support of K-12 and higher education. Underfunding K-12 burdens taxpayers and harms schools [affected] by state Standards of Learning and federal No Child Left Behind tests and consequences. The Standards of Quality by which the state pays a share of school costs need to be upgraded as recommended by the State Board of Education. Major changes to the Composite Index equalization formula would invite lawsuits under the constitution from poor jurisdictions, as in Texas and Kentucky. Continued cuts to higher education would mean continued tuition increases and fewer classes, and would hamper research vital to our economy."
