"First, we must address efforts to relieve traffic congestion in the region. This includes innovative ways to build roads faster and more efficiently using public-private partnerships. We must also expand mass transit opportunities, including more passenger cars for Virginia Railway Express, while looking to bring Metro closer to our region. In doing so, we must reexamine the funding formulas that send money back to our region. We must also put the transportation trust fund off-limits for things other than transportation. This will also mean that we reform spending in Virginia to increase the portion of the budget going to transportation."
