"The district includes some of the fastest-growing localities in the country and is suffering from gridlocked roads, overcrowded schools and rising local taxes. While growth is primarily a local issue (local governments are responsible for planning, zoning and approval of developments), there are some things the state can do to help growth pay for the services it requires, such as authorizing localities to charge impact fees on new development and adopt adequate public facilities ordinances. I have sponsored such legislation in the past and will continue to do so."
