"Sprawl and crawl, the rapid development and influx of people into the district that is ill-prepared to respond to the challenges that this brings. And local government advising that the state is not providing them with the tools to control the rapid growth, and the state advising that the counties have all the tools they need, if they have the 'courage' to use them. There is no middle ground, only finger-pointing. Mass transportation is nonexistent, though coming, they say. 'No partnerships,' 'no coalitions,' 'no ideas.' "
