"The most urgent problem facing Loudoun County is increased gang activity. Associated with this problem is the dramatic rise in violent crime, some of which is gang-related. Violent crime in Loudoun more than doubled from 112 incidents in 1996 when the current sheriff took office, to 249 incidents in 2001, the last year for which FBI data are available. The increase cannot be explained away by the rise in population; the number of violent crimes per 100,000 population jumped 38.9 percent in this period. Auto theft, a common gang enterprise, increased 29 percent during the same time span."
