"Growth and its related challenges is the most urgent problem. I'm not for raising taxes, but we must maintain high-quality schools and services. I propose zero-based budgeting to spend every tax dollar efficiently. I support the new general plan and zoning that I helped draft. But we need to prepare the detailed area plans, update the transportation plan and revise the residential and non-residential zoning that was not part of the initial amendment.
