"The most urgent issue facing the county over the next few years will be to cope, in a reasonable fashion, with the fiscal, social and environmental consequences encouraged by the full-throttle development policies of the 1990s. Critical infrastructure for education, public safety and transportation will need to be financed, constructed, maintained and staffed to meet demands. Concurrently, we must provide an affordable, healthy and safe environment for our citizens. In a time when state funding returned to localities in Northern Virginia is declining, achieving balance between residential and commercial tax bases will be crucial."
