"The two most urgent problems are:
1. increased student-to-teacher class ratio; 2. increasing threat of substance use and gang activity. Class ratio is improved when the School Board works with the Board of County Supervisors to encourage smart growth in Loudoun County and when the county budget allows an appropriate number of schools to be built taking projected county growth into consideration.
Increased substance use and gang activity is addressed through educating parents, teachers and citizens who are concerned about education, personal property and overall quality of life in Loudoun County, and through a reasonable 'zero tolerance' discipline policy."
