"The most urgent issue is how to handle the explosive growth in students and number of schools required while providing an excellent education program that is also affordable to taxpayers. There is a critical need to review proposed expenditures carefully and to investigate every way feasible to ensure that scarce dollars are focused primarily on the students' quality of education. An important aspect of this issue is re-establishing the credibility of the board with the public in the areas of acquisition and financing of new construction. This will require increased emphasis on clear and faithful communication with parents and taxpayers."
