"Education, public safety, the economy, transportation and a better quality of life are important issues. Higher student achievement and better schools are resulting from our linking greater funding with high standards and accountability. Serious and violent crime is down 20 percent since we abolished parole and instituted truth-in-sentencing in 1995. Virginia's fiscal policies must help provide economic security for families by empowering them to save, educate their children, care for elderly relatives, cover medical costs and retirement. And more needs to be done to put new ideas and free-market tools to work against 'sprawl' and for other pressing issues."
