Castle served as deputy attorney general of Delaware in 1965 and 1966 and was elected to the state House in 1966. He moved to the state Senate in 1968, rising to the rank of minority leader before stepping down to return to his law practice in 1976.

Castle re-entered politics in 1980, after Republican Gov. Pierre "Pete" du Pont IV asked him to be his running mate. Castle won election as lieutenant governor, then served two terms as governor from 1984 to 1992.
