Mark S. Coutu was born in Milford, Mass., and lives in Gulf Breeze, Fla., a suburb of Pensacola where he owns a small grocery store. Before going into business for himself in 2002, Coutu had worked for Domino's Pizza and then in food service at Pensacola Naval Air Station, eventually serving as a club manager. Coutu has an associates degree in bookkeeping and accounting from Holliston Junior College in Massachusetts, which closed in 1989.

He is married and has one child. Coutu previously ran unsuccessfully for selectman in Mendon, Mass., when he was 18 years old and as a write-in candidate for the U.S. House in Florida in 2000.

Mark Coutu ran and lost a nonpartisan race for Mendon, Mass., selectman in the 1970s and in 2000 he was a write-in candidate for the U.S. House of Representatives, losing to Republican incumbent Joe Scarborough with less and 1 percent of the vote. He is challenging incumbent Jeff Miller, R-Chumuckla, in 2004.
