In 2002, Jimmy Duncan defeated Republican John Greene, a newcomer from Chattanooga who ran outside his congressional district. Duncan won with 79 percent of the vote. The cycle before that, he captured 89 percent of the vote against Kevin Rowland.
Duncan was elected to the U.S. House in 1988 with 56 percent of the vote, defeating Democrat Dudley W. Taylor. He faced no Democratic opposition in 1990 and won in 1992 with 74 percent of the vote, defeating Democrat Troy Goodale. He had no Democratic challenger in 1994 and was re-elected in 1996 with 71 percent of the vote, defeating Democrat Stephen Smith. Duncan was re-elected in 1998 without major party opposition.
Before coming to Congress, Duncan was elected Knox County Criminal Court Judge in 1982.
