Scott Garrett was appointed to the New Jersey Legislature in 1990 and easily won re-election six times. Marge Roukema defeated him in the 1998 and 2000 GOP primaries for the U.S. House.
Garrett won the 2002 primary with 45 percent, defeating state Assemblyman David C. Russo, who had 26 percent, and state Sen. Gerald Cardinale, with 25 percent. He went on to win the general election with 60 percent of the vote.
