Charlie Norwood defeated one-term incumbent Democratic Rep. Don Johnson with 66 percent of the vote in 1994. He was re-elected to the U.S. House in 1996 with 52 percent of the vote, defeating Democrat David Bell.
In 1998, Norwood defeated Democrat Denise Freeman with 60 percent of the vote. He defeated her again in 2000 with 63 percent of the vote. He was re-elected in 2002, facing only token opposition.
