Richard Pombo won a seat in the U.S. House in 1992 with 48 percent of the vote, defeating Democrat Patricia Garamendi.
He was re-elected in 1994 with 62 percent, defeating Democrat Randy Perry. In 1996, he was re-elected with 59 percent of the vote, defeating Democrat Jason Silva. In 1998, he defeated Democrat Robert Figueroa with 61 percent of the vote.
In 2000, Pombo beat defeated Tom Santos with 58 percent of the vote. He was re-elected in 2002, defeating Elaine Shaw with 60 percent of the vote.
Pombo was elected to the Tracy City Council in 1990 and served as mayor pro tem.
