At the age of 29, Terry was first elected to the Omaha City Council in 1991.
He announced his first campaign for Congress in 1998 after two-term Rep. Jon Christensen decided to seek the Republican nomination for governor.
Running against four other Republicans, Terry won the Omaha-centered 2nd District primary with 39 percent of the vote. He went on to easily defeat Democrat Michael Scott, a former television anchorman who admitted during his campaign to using marijuana and cocaine in his youth, with 66 percent of the vote.
Terry was re-elected in 2000 with 68 percent of the vote over Democratic state Sen. Shelley Kiel. Terry was unopposed in the 2002 GOP primary in May.
He was re-elected in 2002 with 63 percent of the vote, defeating Democrat Jim Simon.
He is seeking re-election again this year, facing state Sen. Nancy Thompson of Papillion, a Democrat. With nearly $700,000, Terry had raised nearly three times as much in campaign contributions as Thompson through April.
