Michael Turner was elected mayor of Dayton in 1994 and served two terms before he was defeated in 2002 by Democrat Rhine McLin.
Turner defeated newspaper executive Roy Brown and businessman Greg Hunter in the May 2002 Republican primary for the 3rd Congressional District. He defeated Democrat Rick Carne in the November 2002 election, winning 59 percent of the vote. He had no opposition in Ohio's March 2, 2004, primary election for the 3rd District.
