Peter Visclosky was elected to the U.S. House in 1984 with 71 percent of the vote, defeating Republican Joseph B. Grenchik. He was re-elected to four consecutive terms, defeating Republican William Costas in 1990 with 66 percent of the vote and Republican David Vucich in 1992 with 69 percent of the vote. He was re-elected in 1994 with 56 percent, defeating Republican John Larson.
He was re-elected in 1996 with 69 percent of the vote, defeating Republican Michael Petyo. In 1998, Visclosky defeated Republican Michael Petyo with 73 percent of the vote.
In 2000 he defeated GOP candidate Jack Reynolds with 72 percent of the vote.
He defeated Republican Mark Leyva of Highland in 2002. Although the district boundaries have been expanded somewhat, it is still considered a Democratic stronghold in Indiana.
