Gerry Wallace won a narrow victory in the 2004 Republican runoff for the 5th Congressional District nomination after fellow conservative Stephen Engel conceded the next day.
Engel said he based his concession on unofficial returns that show him losing to Wallace by 240 votes out of nearly 4,500 cast in the June 29 runoff.
The complete but unofficial count showed Wallace had 2,369 votes, or 53 percent, while Engel had 2,129 votes, or 47 percent.
According to official primary results, Wallace won 45.18 percent of the votes, while Stephen Engel claimed 40.25 percent. Their stances on moral issues played a role as they edged out Nate Bailie, who focused his campaign on supporting President Bush's war on terror.
