Paul Donnelly was born and raised in New York City.
He worked for the New York City Department of Social Services for 20 years, starting out as a welfare eligibility specialist and retiring as an office manager. He also served 10 years as a union representative for the Communication Workers of America.
After retiring, he moved to Delaware in 1990. He has worked for the past five years as a family service worker for the New Castle County Head Start program.
