In Ward 4, three-quarters were built before 1940; in Ward 3, all save one was built before 1940. Most schools haven't had a paint job in 12 years. Twenty-five percent of teachers are considering leaving the system because of poor facilities. The school system's current modernization plan is 15 years?that's too long to wait. With my experience in facilities planning and finance, the school board can accelerate that timing and institute controls to monitor progress and quality."
