Washington in December, the time when our concert halls, theaters, churches and even street corners come alive with thousands of voices, soaring music and millions of twinkling lights. From the grandest theater to more modest community centers, everyone and everything seems to be glowing with the sheer exuberance of the season.

In Washington, the holiday season officially begins Wednesday, when the president will throw the switch to light the National Christmas Tree on the Ellipse. That event starts the month-long Pageant of Peace, a festival whose glow is echoed by the lights at such places as the Miracle of Lights in Centreville, Winter Lights in Gaithersburg, Symphony of Lights in Columbia or the Festival of Lights at the Washington Temple of the Church of Jesus Christ of Latter-day Saints Visitors Center in Kensington. These and other light shows and tree lightings can be found under "Holiday Lights" in the listings that follow.

December is also a month filled with music. The Kennedy Center celebrates the season with more than 30 free performances, and the joyous music of the holidays can be heard (and joined in with at many sing-alongs) in churches, cathedrals, theaters and even outdoor parks. The Kennedy Center events are listed on Page 48, and the other musical events are listed under the "Holiday Concerts" heading.

And we have many, many versions of holiday staples such as "The Nutcracker," "A Christmas Carol" and other seasonal plays and ballets, all of which can be found under the "Staged Events" heading.

There is much more, of course: Hanukah happenings, Christmas parades, Kwanzaa workshops, open houses at historic mansions, brunches with Santa, citywide festivals, workshops that teach you to make wreaths and gingerbread houses, and family-oriented parties to welcome the New Year. Recurring events and performances are listed only on the beginning date. The events are free unless prices are included.

Hanukah Happenings

The eight-day celebration of Hanukah, which starts at sundown Friday, stems from the story of the victory of the Jews over the Syrian emperor Antiochus IV 2,200 years ago. According to the story, the Jews who liberated the temple in Jerusalem found only enough purified oil to last one day. When they lit the temple menorah, it burned miraculously for eight days. During Hanukah, a candle is lit each evening at sundown to commemorate the event.

Ringing In the New Year

Celebrate New Year's Eve and the arrival of the millennium (or departure of same, depending on which way you are facing) at these family-oriented, alcohol-free events. Please note that times, exact schedules and other details, particularly for the America's Millennium celebration in Washington, are not available at this time. Stay tuned.

AMERICA'S MILLENNIUM -- While many final details and times haven't been announced, here is what the celebration in the District looks like:

* Actor Will Smith will host a three-hour nationally televised show starting at 10 p.m. from the Lincoln Memorial (Metro: Arlington Cemetery) on New Year's Eve. Joining Smith will be country singer Trisha Yearwood, Jessye Norman and fellow opera diva Kathleen Battle, and actors Robert Duvall, Sam Waterston and Diane Keaton. Also appearing will be gospel singer Bebe Winans, the New York cast of the musical hit "Stomp," Brian Stokes Mitchell, former star of Broadway's "Ragtime," and numerous other celebrities. Around 11:40, a live orchestra will premiere a score by Academy Award-winning composer John Williams as a Steven Speilberg film, "The Unfinished Journey," is shown on giant screens on three sides of the Reflecting Pool. The Smithsonian Institution will host three days of indoor activities, Dec. 31 through Jan. 2, with dozens of discussions about a variety of subjects. Exact schedules haven't been released yet, but here is an outline:

* At the National Museum of Natural History, 10th Street and Constitution Avenue NW (Metro: Federal Triangle) the lineup will include musician Ricky Skaggs, who will play and talk about bluegrass, and Susan Butcher, who will recount her repeated championship runs in the Alaskan Iditarod dogsled race.

* At the Hirshhorn Museum and Sculpture Garden, Seventh Street and Independence Avenue SW (Metro: L'Enfant Plaza, Smithsonian), a panel of chefs will prognosticate on the future of American taste, and scientists such as MIT's Neil Gershenfeld will discuss science, technologies, future explorations and extraterrestrial intelligence.

* At the American History Museum, 14th Street and Constitution Avenue NW (Metro: Smithsonian, Federal Triangle), Sweet Honey in the Rock founder Bernice Johnson Reagon and music legend Ella Jenkins will perform. Authors and storytellers of adult as well as children's books will read aloud.

* At the National Air and Space Museum, Seventh Street and Independence Avenue SW (Metro: L'Enfant Plaza, Smithsonian) visitors can participate in "Launch 2000," a nationwide project challenging students to design the first village settlement on Mars, circa 2030. The events are free, but tickets will be required. The tickets will be mailed out to those who call and reserve them. MAIN STREET MILLENNIUM -- The District of Columbia plans to hold a festival Dec. 31-Jan. 1 along Constitution Avenue NW, on Constitution between Ninth and 14th streets NW. The festival will feature four huge tents with exhibits and activities and five stages of entertainment. Announced performers include master percussionist Okyerema Asante, the Midnight Movers reggae band, the Keter Betts Quintet and the BET Urban Nation Hip Hop choir.

* Metro expects to extend its hours New Year's Eve, so all celebrants can get home safely. The exact hours haven't been set yet.

FIRST NIGHT ALEXANDRIA -- Celebrate the New Year with performances by Ruthie & the Wranglers, the Alexandria Choral Society, Foggy Bottom Morris Men, Bonnie Rideout and other groups, from 6 to midnight in numerous venues in and around King and Washington streets in Old Town. FIRST NIGHT ANNAPOLIS -- The historic district of Maryland's capital is transformed into an indoor and outdoor stage with more than 300 musical events, dramatic performances, ice-skating exhibitions and storytelling. A midnight fireworks finale welcomes the arrival of the new year. Admission to the indoor events requires a button. BALTIMORE'S NEW YEAR'S EVE Extravaganza features children's entertainment and live music, from 8 p.m. to 1 a.m. at the Inner Harbor. FIRST NIGHT LEESBURG -- Mark the new year with more than 100 performances, including concerts, historical reenactments, puppet shows, storytellers, hayrides and other activities from 6 to midnight in the historic area around King and Market streets. FIRST NIGHT MONTGOMERY COUNTY features more than 100 performers on 16 indoor stages at the Montgomery County Fairground in Gaithersburg. The program starts at 3 with a free children's program that features Dinorock Puppets and Brass Mosaic performing "Peter and the Wolf" and fireworks at 6. At 7 the entertainment includes Little Feat, Seldom Scene, DaVinci's Notebook Dinorock Puppets and Native American dancers and drummers. Admission to the evening events is $5, children 9 and younger free. Admission buttons will be sold at Giant Food stores, libraries, recreation centers and government centers. Parking is free and free shuttles will run between the festival and the Shady Grove Metro station. Events at the Kennedy Center

Dozens of concerts, performances, sing-alongs and other holiday events--many of them free--are presented during the Kennedy Center Holiday Celebration, which runs through Dec. 31.

The major free events include the "Messiah" sing-along on Dec. 23 and WMAL's "Christmas Eve at the Kennedy Center." The WMAL show is first-come, first-seated, but the "Messiah" sing-along requires tickets. Those tickets (two per person) will be given away this Saturday in the center's Hall of Nations beginning at 10 a.m. The line begins to form very early for this ticket giveaway.
