ADDIS ABABA, ETHIOPIA -- The former Ethiopian province of Eritrea declared itself the world's newest nation, two years after winning a 30-year war of independence.
Newly elected President Issaias Afwerki appealed to the international community for help in rebuilding his young state. The new republic faces the task of demobilizing 70,000 soldiers and caring for the 75 percent of its 2.7 million people who rely on foreign food aid.
