Iraq's decision to bar access by UNSCOM weapons inspectors to a officially acknowledged Presidential Palace at Samarra spurred the February 1998 showdown between the United States and Iraq.

A chemical weapons factory near Samarra became the target most frequently attacked by U.S. "Stealth" F-117 fighters, according to military analysts, with some 149 missions flown against it.

UNSCOM reported that a biological warfare center at Samarra produced 10 litres of ricin for the giant chemical and biological warfare center at Al Muthanna. This poison has been used in assassinations, but is not generally regarded as adaptable to combat.
