The firings came three days after Yeltsin warned that the "culprits" responsible for Russia's woes would not be kept in the government. His office said he had dismissed Deputy Prime Minister Valery Serov, Transportation Minister Nikolai Tsakh and Education Minister Vladimir Kinelyov.
