Property crimes include burglary, larceny and car theft. The rates are calculated by dividing into an area's annual population the number of crimes that local police departments reported to the FBI from 1977-97. Criminologists caution that different departments may classify crimes differently, making comparisons difficult. Moreover, the rates don't include crimes not reported by victims or observed by police.
