Permits for Parks
The open space used for picnicking in the District of Columbia is either under the jurisdiction of the federal government, Department of Interior, National Park Service, or the District of Columbia. The two largest federal parks, Rock Creek and Fort Dupont, are federal property under the jurisdiction of the National Park Service, but are permitted by the District of Columbia Department of Recreation and Parks' Permits and Special Services Office. There are 10 picnic groves in Rock Creek Park and 23 in Fort Dupont. To obtain a permit for a picnic grove in either park the prospective permittee must:
Be a resident of the Washington Metropolitan Area.
Apply in person at the Department of Recreation & Parks, 3149 16th St., NW, weekdays from 8:30 a.m. - 5 p.m.
Present identification showing name and address.
There is no charge for use of these groves. The maximum number of patrons allowed at the groves in Rock Creek Park is 200, and at Fort Dupont, 150. Permits for Rock Creek Park are issued in four-hour blocks of time, and at Fort Dupont, eight-hour blocks. All patrons must vacate the parks by dark. No amplification or alcohol are allowed in the parks.
Picnic Kits
A $30.00 deposit, which includes a $5.00 non-refundable service charge, is required when the kit is picked up. The kit must be picked up between 8:30 a.m. and 11:30 a.m. on the date desired and must be returned within 24 hours, not including Saturdays, Sundays and holidays. Equipment must be returned during the same hours indicated for pickup. The Picnic Kits include: Soccer ball; 4 metal horseshoes with 2 pegs; frisbee; basketball; badminton set; softball; softball bat; volleyball; and volleyball net. Permits for Department-Managed Centers, Parks and Open Spaces
Requests for use of Department of Recreation and Parks' recreation centers, many of which have picnic areas, or any of the open space areas managed by the Department, a permittee must:
Write a letter to the director of the Department, at 3149 16th St., NW, Washington, D.C. 20010.
Identify the required park, indicating the desired date and time.
Specify the occasion and expected attendance.
Include name, address and telephone number.
