PHYSICAL CONDITION OF EVANS MIDDLE SCHOOL

2.0 NARRATIVE

2.1 Site The school is located on East Capitol Street near the District Line in "North East". It is on a moderate sized lot (occupying the whole block) in a residential neighborhood. The topography slopes from the east side of the building to the west side. In the front of the building, there is a lawn with some trees and evergreen bushes. The lawn extend to the sides and rear of the building. There is also a large grassed playfield on the west side of the site. In addition there are paved athletic courts, a concrete driveway, parking lot, and concrete walks. The majority of the site is enclosed by a chain linked fence. The drainage is adequate. Site lighting is provided by lights mounted on the building and six 100' tall stadium type pole lights. Opposite the Hayfield needs regrading and seeding, fence repairs, resurfacing of athletic courts, repairs to sports amenities and repair of sidewalks. The site is in fair condition, but off street parking is inadequate. There is a need for the resodding of 3,000 s.f. of playing field due to erosion. There is also a need for site upgrades to meet ADA requirements. A 200 linear fee of concrete perimeter drain trough at football field needs replacement.

2.2 Roof The is a two years old flat built-up roof with roof drains and interior drain lines. The built up roof is in poor condition, because of leaks in the Auditorium and Gymnasium which needs immediate attention. The roof is under the manufactures warranty.

2.3 Exterior Walls The exterior walls are in fair condition. Exposed metal rebars embedded in the exterior walls need to be covered with concrete at locations where deterioration of concrete exist.

2.4 Doors Doors in general are in need of replacement. Exterior and interior doors and frames in the building are a combination of metal and wood. The existing door assembly are not in full compliance with ADA standards. Exterior and interior doors are in need of replacement.

2.5 Windows The windows are single glazed painted steel with vent. The existing windows are in poor condition. There is a need for new windows throughout the building. Broken glazing needs to be replaced with new energy efficient units throughout the building.

2.6 Structural The structure is concrete columns, beams, floor and roof slabs. Overall condition of the structure is good. There is minor cracking of the masonry walls throughout the building. These cracks do not appear to threaten the stability of the structure. Partitions are typically painted CMU with a wainscot of glazed CMU in the corridors.

2.7 Flooring In general the floor is in fair condition. Ninety-five percent of the existing flooring is 9 x 9 resilient flooring tile. There is a possibility that the floor tile contains asbestos, therefore, it should be tested.

2.8 Plastering In general plastering in the building is in fair condition. The auditorium is the only area that need refinishing due to previous water damage before the roof replacement in 1990.

2.9 Acoustical Ceiling The general condition of finishes is fair except for the acoustical ceilings which are showing their age, and should be planned for replacement. Existing acoustical ceiling is in fair condition. There are stained tiles, suspended systems, defective and improperly matched tiles existing throughout the building.

2.10 Program Requirements In general the facility is programmatically good. Special usage areas in the building do not meet current DCPS standards. The two Computer Lab layouts meet DCPS requirements. Seats in the Auditorium needs to be replaced. The graphic arts room that exist is not being fully utilized. The library is too small for the facility at full occupancy. The program requirements should be orientated to accommodate the increased student population. (Students from Kelly-Miller).

2.1 1 Plumbing The galvanized water pipes and the cast iron drainage pipes in the original building plumbing system are in fair condition. The plumbing fixtures are adequate in number for the current student population and are functional for the most part. Handicapped toilet facilities does not exist throughout the building. Domestic hot water is generated by water coils housed in two storage tanks, when the boilers are off, there is no hot water in the building. The water and drainage pipes are in satisfactory condition.

2.12 Mechanical The central heating plan consists of three (3) oil fired hot water boilers each with 1250 sq. ft. heating surface and rated at 125bHP. One of the boilers is inoperable because the motor of the associated oil pump is missing.

2.12 Mechanical (Continued) The three boilers are fitted with gas trains which are not connected to the gas service. The building is heated from the central plant and there are a number of window units for cooling the main office, the computer room, the health suite and the counselors office. The hot water heating pipes are in satisfactory condition.

2.13 Electrical The 200QA 1210/208V main electrical distribution system (primary and secondary) are in fair condition with adequate capacity. The school is equipped with an emergency generator; it does not have L.E.D. battery back-up type exit fixtures. The light fixtures are a combination of fluorescent lay-in surface wrap around type and incandescent. The lighting levels in all areas are inadequate the fixtures should be replaced due to their age and constant maintenance requirements.

2.14 Fire Alarm The Fire Alarm System is in fair condition with an adequate number of bells and pull stations; there are no visual devices. The system also needs additional smoke and heat detectors.

2.15 PA/Security The security system installed at the school has a sufficient number of defectors throughout the school. The communication and signal system is operational with 10 or more years of service remaining.

2.16 ADA Compliance There is no handicapped parking for this building nor are there adequate curb cuts. There is no exterior ramp to the building nor is there a passenger elevator, escalator, or interior ramp in the building. The rest rooms need to be modified and drinking fountains need to be replaced in order to accommodate disabled persons. Signage should be provided throughout the building. All doors with less than a 32" clear opening should be replaced. The mounting height of the fire alarm striking stations should be 48" above the finish floor and flashers should be incorporated in the fire alarm system. A public telephone with a telecommunications device for the hearing impaired should be provided. Overall, this facility is not in compliance with ADA and therefore is unsatisfactory.

2.17 Graffiti Graffiti is located on the N.W. building elevation.

2.18 Adverse Environmental Condition

(a) Asbestos Material Further technical analysis is needed to determine the presence of asbestos and its friability.

(b) Lead Paint Removal Further technical analysis is needed to determine the presence of lead based paint.

2.19 Kitchen Equipment The school's kitchen equipment is in poor condition, emergency repairs are needed to all major appliances to accommodate the additional student population.

2.20 Child Care Facility None.
