PHYSICAL CONDITION OF KEENE ELEMENTARY SCHOOL

2.0 NARRATIVE

2.1 Site The existing site is satisfactory. Off street parking is adequate. Approximately 400 square feet of concrete resurfacing is required at the delivery area to the All-Purpose Room. There is a deteriorated exterior step between the west wing building and the playground. Ins Addition, two (2) aluminum park benches need to be replaced.

2.2 Roof The slate as well as the built-up roof are in poor condition and need replacement.

2.3 Exterior Walls The exterior walls are in excellent condition.

2.4 Doors Doors in general, are in good condition. However, the exit stairs by the auditorium has a "B" rated door in a frame with glazing at the side lite. The side-lite needs to meet requirements for "B" rating. Also, at the exit stairs created in the west wing, there is encroachment by the door swing into the exit egress path.

2.5 Windows There is a need for a comprehensive window replacement. The existing windows are in bad condition. Water leakage through broken window glazing is damaging interior plaster finish and extensive heat loss is being experienced due to single window glazing.

2.6 Structural There is no visible evidence of structural deficiency. The structure is concrete column, beam and floor with "A" frame wood truss, roof covered with slate and a flat, built-up roof at the main entrance wing.

2.7 Flooring In general, the finish flooring is in good condition. The west wing building has terrazzo finish floor at the corridor's and carpet at the classrooms. Carpet is in need of replacement. The remaining two wings have resilient floor at classrooms and corridors while ceramic tiles found in the toilets.

2.8 Plastering In general, the plastering is in good condition at a majority of the ceilings and walls. Plaster repair is needed at the areas of water damage in the Library, 2nd floor corridor and storage room.

2.9 Acoustical Ceiling The existing acoustical ceiling is in good condition. It needs, only minor repairs.

2.10 Program Requirements In general, the building is programmatically satisfactory. The Library has poor circulation space and is too narrow in proportion. Modern technological equipment is required to up-grade the Library. There is a Television Education Room that is inadequate.

2.11 Plumbing Except for some broken toilet partitions, the plumbing system is in fair condition. The fixture count appears to be adequate for the school population. Sprinklers are in the west side building only.

2.12 Mechanical The mechanical system is in fair condition. Unit ventilations and radiators have passed their useful life and should be replaced in the near future. The pneumatic controls are not working. The two (2) boilers are gas/oil fired boilers rated at 2254.7 MBH for steam radiators, and 2525.2 MBH ventilation for water dedicated hot water tank. There is no central cooling. Some rooms are cooled by window air conditioner units.

2.13 Electrical The incoming service is a 600A, 3 phase, 4 wire, 120/208V system. The primary and the secondary distribution system are in poor condition. There is no spare capacity for future expansion. A 7.5K W natural gas emergency generator is available but it does not meet the needs for the school and does not meet current codes. Gas engine takes a while to turn-over. It should be replaced at once. New exit lights of the LED type have been recently added to the school. Fixtures, in general, are old and do not meet current DCPS energy standards. Lighting footcandle levels are low and do not meet IES Standards.

2. 14 Fire Alarm The fire alarm is an old, non-coded system. The system has only a few devices such as heat detectors, bells and pull stations.

2.15 PA/Security The communications systems is in good functional condition and has its console replaced in recent years. There is a security system at the school which is operational and consist of motion detectors.

2.16 ADA Compliance There is no handicapped parking for this building nor is there adequate curb cuts. There is no exterior ramp to the building nor is there a passenger elevator, escalator, or interior ramp in the building. The rest rooms need to be modified and drinking fountains need to be replaced in order to accommodate disable people. Signage is provided throughout the building. All doors with less than a 32" clear opening should be replaced. The mounting height of the fire alarm striking stations should be 48" above the finish floor and flashers should be incorporated in the fire alarm system. A public telephone with a telecommunications device for the hearing impaired should be provided. Overall, this facility is not in compliance with the ADA and therefore is unsatisfactory.

2.17 Graffiti There is no graffiti at this facility.

2.18 Adverse Environmental Condition

(a) Asbestos Material Further technical analysis is needed to determine the presence of asbestos and its friability.

(b) Lead Paint Removal Further technical analysis is needed to determine the presence of lead based paint.

2.19 Kitchen Equipment This school has a satellite kitchen operation which was rated good. However, there is a need for a larger walk-in refrigerator.

2.20 Child Care Facility School has a Before and After Care Program.
