Physical Condition of McGogney Elementary School

PHYSICAL CONDITION OF MCGOGNEY ELEMENTARY SCHOOL

2.0 NARRATIVE

2.1 Site The existing site need the following repairs and/or improvements to meet the program and safety needs of an elementary school. The old playground equipment, concrete footings and running walls need to be removed because a lack of safety surface beneath it causes a major safety concern. More exterior security lights are needed for better coverage and the existing lighting need vandal resistant lens. The direct buried condenser line to the A/C unit is leaking and needs to be excavated and replaced in an accessible tunnel.

2.2 Roof The roof was replaced in 1994 and is in an excellent condition.

2.3 Exterior Walls The exterior walls do not require any work at this time.

2.4 Doors The doors are original to the building and do not meet current code or program requirements and should be replaced in the near future.

2.5 Windows The windows are original to the building and the sashes are in good condition; however, the early generation lexan has deteriorated from ultraviolet exposure and should be replaced.

2.6 Structural There are no structural concerns at this time.

2.7 Flooring The finish flooring in this facility only require minor repairs except for halls, stairways and the assembly area which need major repairs/replacement of the resilient tile.

2.8 Plastering Plaster in this facility only occurs in the ancillary spaces and is needed in "B" wing by skylight, stage, office near the All Purpose Room, and Mechanical Room over the Kitchen.

2.9 Acoustical Ceiling The acoustical ceilings are original to the building and have not been maintained very well. Refinishing would be helpful to the schools appearance.

2.10 Program Requirements The facility meets the program requirements of an elementary school.

2.11 Plumbing The galvanized water pipes and the cast iron drainage pipes in the original building erected in 1965 are in fair condition. The number of plumbing fixtures is adequate in number for the current student population and are functional for the most part. Of a total of 98 fixtures, 18 are "out of service". There are no toilet compartments for the handicapped in the building. Domestic hot water is generated by a dedicated gas fired heater and tank set. There are (2) duplex sump pump sets (4 pumps); 2 pumps are currently out of service. The building is not sprinkled. Two thirds of the drinking fountains are not working because of lead content or mechanical defects. The hot water tanks leaks. Bradley basins need replacement.

2.12 Mechanical The central heating plant consists of two (2) gas/oil fired hot water boilers with combination gas/oil burners each rated at 3,6000 MBH. The central water chiller with 225 tons cooling capacity was replaced in 1993 and is in good condition. The pneumatic control system is currently out of service; however, it appears that a new air compressor has been installed recently but the system is still non-operational. There are approximately (5) window units that cool several spaces in the building, (4) of which are in working condition. There is one unit that requires refrigerant charge. The heating/ cooling water pipes leak at one point in the building. Boiler #2 need repair work because of a defective low water cut off.

2.13 Electrical The incoming service is an 800 amp, 3 phase, 4-wire, 120/208 volt system which is in fair condition; the feeders are in fair condition. The ground system is in fair condition and adequate. There is no emergency generator. The secondary distribution is in good condition with panel ratings from 100 to 225 amp. The lighting footcandle levels comply with IES Standards, but the fluorescent fixtures are in poor condition. The exit lights are of the LED type.

2.14 Fire Alarm The fire alarm system is the non addressable type which is outdated but has been properly maintained. The system is in good functional condition. There is an adequate number of pull stations and bells distributed throughout.

2.15 PA/Security The security system is in good condition. The communication system is in fair condition and is properly maintained.

2.16 ADA Compliance The building is not in ADA compliance.

2.17 Graffiti Graffiti need to be removed from the exposed columns in the covered play area.

2.18 Adverse Environmental Condition

(a) Asbestos Material Further technical analysis is needed to determine the presence of asbestos and its friability.

(b) Lead Based Paint Further technical analysis is needed to determine the presence of lead based paint.

2.19 Kitchen Equipment The kitchen equipment appears to be in fair condition.

2.20 Child Care Facility There is no Child Care Facility at this site.
