Physical Condition of Nalle Elementary SchoolMarch 26, 1997PHYSICAL CONDITION OF NALLE ELEMENTARY SCHOOL 2.0 NARRATIVE 2.1 Site The school is located at 50th and C Street, S.E. between Benning Road and East Capital Street, in a residential neighborhood. The site is a large size sloping lot, bounded by streets on all sides. It has large lawn areas with shrubbery all around and large grassed playfield in the back. There are paved play areas and concrete walks. The play areas are enclosed by a chain link fence. The drainage is adequate. Site lighting is provided by lights mounted on the building. The site is in generally fair condition. There is need for repaving the playgrounds and resodding the playfield plus other miscellaneous repairs. The following amenities are provided: (a) Play Equipment (Including new Multi-Components) (b) Basketball Goals (c) Basketball Field/Multi-Purpose Playfield) The asphalt on the upper playground has depressions which allow water to pond creating a safety and health hazards. 2.2 Roof The roof is a flat built-up roof with roof drains and interior drains lines. The roof is in unsatisfactory condition with leaks and need to be replaced. 2.3 Exterior Walls Nalle was built in 1959. A major addition was constructed in 1968. No major renovation has been performed. The exterior walls are brick and are in unsatisfactory condition. The walls have cracks and deteriorating mortar joints and concrete coping joints. Water leaks into the building over the windows. Caulking and re-pointing is need. 2.4 Doors The entrance and exterior doors are metal and are in fair condition. Some replacement is required. Interior doors are functioning but should be replaced to meet ADA and other code requirements. 2.5 Windows The windows are single glazed painted steel. They are in generally poor condition on the original building and need to be replaced. The windows on the addition are in good condition, but need reglazing. 2.6 Structural The structure is concrete columns, beams and floor/roof slabs. Overall condition of the structure is good. There is minor cracking of the masonry walls in some areas of the addition. 2.6 Structural (Continued) These cracks are superficial and do not threaten the stability of the structure. Partitions are typically painted CMU with a wainscot of plaster on CMU in the corridors in the original building and painted CMU in the new addition. 2.7 Flooring The general condition of the resilient flooring and carpet is fair and need replacement. 2.8 Plastering Plastering is needed in Room 212, south stairwell, and kitchen area over door separating the Cafeteria. The entire interior of the building need to be painted due to flaking and peeling paint. Lead contamination assessment is recommended. 2.9 Acoustical Ceiling The acoustical ceiling tiles are in good condition, however, there are water damaged pieces near windows that need replacing. 2.10 Program Requirements The facility lacks ADA requirements. There is a Before and After Care Program. The Montessori School is occupying (2) classrooms. 2.1 1 Plumbing The plumbing system is comprised of galvanized supply pipes and cast iron drainage. There are sewage ejector pumps and circulating pumps. The general condition of the plumbing system is good except for the future replacement of the hot water heater and pumps due to age. Toilet room fixtures and fittings are in good condition. Fixture counts are adequate for the design population. Boy's facilities include (3) toilet rooms with typically (8) water closets, (6) urinals and (3) lavatories each. Girl's facilities include (3) toilet rooms with typically (11) water closets and (3) toilet rooms with typically (11) water closets and (3) lavatories each. There are (8) drinking fountains located on the corridors and (4) service sinks located in the janitor's closets. The majority of the drinking fountains are not working and need to be repaired. There are no sprinklers at the present. 2.12 Mechanical Heating is provided by (2) gas/oil fired temporary boilers in place of the (2) condemned boilers. The distribution system is low pressure steam with fan coil ventilators and air handler units located throughout the building. Overall condition of the heating systems is unsatisfactory. The circulating pumps leak water on the boiler room floor. The school does not have a central air conditioning system. Some rooms are cooled by window units in both the original building and new addition. 2.13 Electrical The incoming service is a 2000A, 3 phase, 4 wire, 120/208V system. The overload protection is provided by circuit breaker panels. Electrical service is in fair condition and the distribution panels are in poor condition. The panelboards and feeders need to be replaced. Classroom lighting fixtures are typically 120 volt, 4 ft. fluorescent. The light level is inadequate in the original building and adequate in the addition. The fixtures are typically in poor condition and should be replaced. 2.14 Fire Alarm The fire alarm is operational. The Public Address System works properly. 2.15 PA/Security The security system is old and in poor condition. The program bell system works properly and the television system is operational. 2.16 ADA Compliance The school is inaccessible to the handicapped and will require total upgrade including: (a) Ramps (b) Elevator (c) Doors (d) Hardware (e) Plumbing Fixtures (a Switches (g) and graphic to meet current ANSI standards. 2.16 Graffiti Graffiti is on the west retaining wall. 2.17 Adverse Environmental Condition (a) Asbestos Material Asbestos materials have been removed from the building. (b) Lead Based Paint Further technicial analysis is needed to determine the presence of lead based paint. 2.19 Kitchen Equipment Kitchen facility is adequates, and serves the needs of the school. 2.20 Child Care Facility There is a Before and After Care Facility in the basement where there is peeling paint.
