Physical Condition of Stevens Elementary SchoolMarch 26, 1997PHYSICAL CONDITION OF STEVENS ELEMENTARY SCHOOL 2.0 NARRATIVE 2.1 Site The school is located on 21st Street, N. W. between L and K Streets in a dense urban area on a restricted site. The topography is flat. There is no landscaping. The site is completely paved; this includes playground and parking areas. Drainage is adequate. The site is enclosed by a chain link fence, some of which needs to be replaced. The sides walks are in good condition. Site lighting is provided by lights mounted on the building, however, additional lighting may be required. 2.2 Roof The roof is a steeply pitched slate roof with gutters and downspouts and needs total replacement. 2.3 Exterior Walls The exterior walls are brick and are generally in good condition. No major renovation or addition has been constructed. 2.4 Doors The original wood entrance doors are in poor condition and require replacement along with interior doors. 2.5 Windows The windows are single glazed double hung painted wood which are operable but need replacement. 2.6 Structural The structure is brick bearing walls with one-way concrete beam and slab floors. Overall condition of the structure is good. 2.7 Flooring The general condition of floor finishes is good, however, carpet in classrooms are worn and needs replacement. 2.8 Plastering The general condition of finishes is good, however, north and south side stairwells have large areas of crumbling plaster and hazardous to students. 2.9 Acoustical Ceiling The ceilings throughout the building are generally serviceable, but show their age. 2.10 Program Requirements The facility does not adequately respond to many program requirements. The building is comprised of Classrooms, Music Room, Library, Administrative Office, Boy's and Girl's Toilets, Storage and Supply Room, Lunch Room, and Boiler Room and Maintenance area. 2.11 Plumbing The plumbing system is comprised of copper/galvanized supply pipes and cast iron drainage. There are sump, sewage ejector and circulating pumps. The operating condition of the plumbing system is good. System is original in the building and needs replacement. Toilet room fixtures and fittings are in good condition. Fixture counts are adequate for the design population. Boy's facilities include one (1) toilet room with four (4) water closets and three (3) lavatories. Girls facilities include one (1) toilet room with four (4) water closets and three (3) lavatories. There are four (4) drinking fountains located in the corridors and service sinks located in the janitor's closets. 2.12 Mechanical Heating is provided by 2 gas/oil fired boilers rated at 2,000 MBH each. The distribution system is low pressure steam with room radiators, fan-coil ventilators and air handler units located throughout the building. Overall condition of the heating system is good. The school does not have a central air conditioning system. Some rooms are cooled by window units, however some are not functioning due to electrical service not being provided. 2.13 Electrical Incoming service is 400 amp, 120/208 volt, 3 phase, 4 wire. Overload protection is provided by circuit breaker panels. Electrical service and distribution are in good condition. School has emergency generator which backup the exit signs and auxiliary lighting. Classroom lighting fixtures are typically 8' x 4' pendant mounted fluorescence fixtures. The light level is adequate. The fixtures are in good condition. 2.14 Fire Alarm The fire alarm system is in operational condition, however, does not meet present code of ADA standards. 2. 15 PA/Security The public address system is in good condition and works properly. The annunciator panel has no heat detector. System is not addressable. The security system is in good condition and consist of motion detectors and video surveillance cameras and monitors. Monitor located in main office. The program bell system works properly. 2.16 ADA Compliance There is no handicapped parking for this building nor are there adequate curb cuts. There is no exterior ramp to the building nor is there a passenger elevator, escalator, or interior ramp in the building. The rest rooms need to be modified and drinking fountains need to be replaced in order to accommodate disabled persons. Signage should be provided throughout the building. All doors with less than a 32" clear opening should be replaced. The mounting height of the fire alarm striking stations should be 48" above the finish floor and flashers should be incorporated in the fire alarm system. A public telephone with a telecommunications device for the hearing impaired should be provided. Overall, this facility is not in compliance with ADA and therefore is unsatisfactory. There is no handicapped parking for this building nor are there adequate curb cuts. 2.17 Graffiti There is no graffiti at this facility. 2.18 Adverse Environmental Condition (a) Asbestos Material Further technical analysis is needed to determine the presence of asbestos and its friability. (b) Lead Paint Removal Further technical analysis is needed to determine the presence of lead based paint. 2.19 Kitchen Equipment The school has a satellite kitchen facility which is in good condition however, need new insulated pipe coverings. 2.20 Child Care Facility There is a Before and After Care Program, but it is not in compliance.
