THE CANDIDATES   (VOTE FOR 3)

Steven J. DeBoy Sr.
Democrat
Age: 42
Residence: Baltimore.
  Married: Yes.
Children: Three.
Education: AA, criminal justice, Catonsville Community College; BA, political science, University of Baltimore.
  Steven J. DeBoy Sr.

Occupation/Employer: Retired police officer; employed special investigator, Howard County Police Department.

Elected Offices and Civic Activities: Cub Scouts; Knights of Columbus Council 11618; Southern Lacrosse Officials Association; Greater Catonsville and Howard County chambers of commerce; English Consul Democratic Club; Elkridge Community Association; Southwest Area Educational Advisory Council to the Baltimore County Board of Education.

Why should voters elect you?
"As a retired police officer who was born and raised in and served three quarters of my law enforcement career in the district I would represent if elected, I am keenly aware of the public safety and educational needs of District 12A. Local law enforcement needs the financial support to continue to take aggressive action against career criminals and juvenile offenders involved in felonious criminal activity. As the father of three children, I understand the importance of providing computer and Internet access in a safe and crime-free school learning environment. As your delegate, I will represent you."

What do you want voters to know about you?
"Public service is an important part of my life. I will bring a common-sense approach to the needs of the constituents in District 12A."

James E. Malone Jr.*
Democrat
Age: 41
Residence: Baltimore.
  Married: Yes.
Children: Two.
Education: AA, Catonsville Community College.
  James E. Malone Jr.*

Occupation/Employer: Firefighter, lieutenant with Baltimore County Fire Department.

Elected Offices and Civic Activities: Arbutus Volunteer Fire Department; Arbutus Community Association; Greater Arbutus Community Alliance; Elkridge Community Association; Southwest Leadership Team; Greater Catonsville Leadership Alliance; Knights of Columbus Graffiti and Gang Violence Task Force for Baltimore County community colleges; Sons of American Legion; Boy Scouts of America.

Why should voters elect you?
"I have done what I said I would do. More money for school construction in the past four years than in the history of Baltimore and Howard county schools. More money brought back for district projects such as sound barriers, new elementary school, new gym and an 800-person addition to an existing high school. Money for streetscapes in district. More police officers on the street. Reduced the income tax to allow Maryland to be more competitive for bringing business to Maryland, along with new jobs. A scholarship program that has both business and state colleges working together for a better Maryland.

What do you want voters to know about you?
"My number one priority is and always will be constituent service. I have a 24-hour rule in which to call constituents back. I carry a pager.

Donald E. Murphy*
Republican
Age: 38
Residence: Baltimore County.
  Married: Yes.
Children: Two.
Education: BS.
  Donald E. Murphy*

Occupation/Employer: Property management.

Elected Offices and Civic Activities: State Republican Central Committee; Holmehurst Community Association; Maryland state delegate.

Why should voters elect you?
"With all the ethical lapses this year, it might be enough just to say in all my years in Annapolis, my integrity has never been called into question. In the 1994 campaign, I spoke out for good government. As your delegate I voted for it (see 100 percent rating with Common Cause). However, it is my tough record against crime as a member of the House Judiciary and my votes against government waste of which I'm most proud. My low budget campaign in 1994 and again in 1998 allows me to be an independent voice for all my constituents."

What do you want voters to know about you?
"I believe we need a healthy balance of Democrats and Republicans in Annapolis and locally the competition between the parties means better representation, better government."

Loyd V. Smith
Republican
Age: 53
Residence: Baltimore County.
  Married: Yes.
Children: Two.
Education: General education diploma; four years as a Navy radioman.
  Loyd V. Smith

Occupation/Employer: Retired, Baltimore County Fire Department.

Elected Offices and Civic Activities: Baltimore County Central Committee; 24 years as a small-business owner.

Why should voters elect you?
"Because the lack of ethical standards which are pervasive in this one-party Democratic controlled state will never change until we have a balance of influence in Annapolis. Only a vital two-party system will eliminate the arrogance of power dominating our political system at the state and local level. As the only retiree seeking this position, I am not beholden to political leaders or union/party bosses, which control so many of our elected officials. With me, there are no strings attached. Only my conscience will determine my vote as I represent all the people of the district."

What do you want voters to know about you?
"As a first-time candidate with a modest budget, I will not be a puppet for special interests and lobbyists, which dominate politics today."
