State Senate District 19
Maryland’s 47 state senators comprise the upper house of the General Assembly, which meets for 90 days each year in Annapolis. Along with the lower house, the House of Delegates, the senators consider more than 2,000 bills in a session, and they review and approve the state budget submitted by the governor. They serve four-year terms.

The infrastructure will be factually planned to meet demographics, economics, education, health and social demands. Social Security and Medicare will be protected from adverse-effect programs. I will shape Maryland's future now, vigorously and effectively, envisioning demands of the new Millennium. Common sense, basic values combined with diligence, love of God, family and country will be my guidelines in legislating in the best interest of all voters."

I introduced legislation requiring HMOs to pay for all emergency visits for members and prohibiting smoking in all Maryland hospitals. I authored the law requiring on-site equipment to control oil spills on the Chesapeake Bay and co-sponsored legislation to control Pfiesteria. I introduced legislation authorizing cameras at intersections to control red light runners. As Senate chairman of the computer advisory committee, I promoted the access of legislative information on the Internet."
