In an upset, incumbent William E. Hanna Jr. – a fixture in Montgomery politics for decades – lost to Philip M. Andrews, a former director of the political watchdog group Common Cause of Maryland. Andrews criticized Hanna's pro-development views. Republican Robert L. Clark was unopposed in the primary.

We must accelerate our efforts to improve our roads, and be vigilant to maintain and improve the quality of our educational system."
