    Banks: Most closed.

    Courts: Closed, except for lockups and arraignments.

    Local government offices: Closed, except for emergency and essential services.

    Schools: Closed.

    Libraries: Closed.

    Traffic, parking: No meter fees; Sunday regulations.

    Trash, recycling, landfills: No pickups for once-a-week collections. Wednesday collection Thursday; Thursday collection Friday; Friday collection Saturday.

    Groceries: Most open.

    Liquor stores: Owners' discretion.

    Lotteries: Regular drawings.

    MARYLAND

    Banks: Most closed.

    Courts: Closed.

    Local government offices: Closed, except for essential services.

    Schools: Closed, except for Anne Arundel, Charles, Frederick, Howard, Montgomery. Prince George's is closed to students, open for parent conferences.

    Libraries: Closed, except for Anne Arundel, Calvert and Charles.

    Traffic, parking: No parking fees in Montgomery or Prince George's; Parking fees in Anne Arundel and Howard.

    Trash, recycling, landfills: Regular pickups; Landfills open.

    Groceries: Most open.

    Liquor stores: Managers' discretion; open in Montgomery.

    Lotteries: Regular drawings.

    VIRGINIA

    Banks: Most closed.

    Courts: Closed.

    Local government offices: Closed, except for Fairfax, Alexandria, Prince William.

    Schools: Closed, except for Loudoun and Stafford. Fairfax schools are open, but closed Thursday and Friday for teacher workdays.

    Libraries: Closed, except for Alexandria, Fairfax.

    Traffic, parking: Holiday parking regulations; no HOV on Rte. 1 and Washington St.

    Trash, recycling, landfills: Regular pickups; Landfills open.

    Groceries: Most open.

    Liquor stores: Open.

    Lotteries: Regular drawings.

    FEDERAL GOVERNMENT

    Federal offices are closed.

    No regular mail delivery; Express Mail only. Most post offices are closed; Merrifield Branch (8409 Lee Hwy.) is open from 8 a.m. to 8 p.m.; National Capitol Station (2 Massachussetts Ave. NE) is open from 8 a.m. to 6 p.m.; Gaithersburg Suburban Station (1650 Shady Grove Rd.) is also open.

    Smithsonian museums are open.

    TRANSPORTATION SERVICES

    MetroRail and MetroAccess will operate from 5:30 a.m. to midnight. SmartMover, DASH, CUE, "The Bus" and Connect-A-Ride will operate on a weekday schedule. Metrobus, the Fairfax Connector and Ride-On will operate on a Saturday schedule. VRE and the Crystal City Trolley will not be in service. PRTC OmniRide will operate on a modified holiday schedule and MARC will run on a holiday schedule. The Tysons Shuttle will run Bus A only. MTA commuter routes will offer limited service.
