D.C. voters selected former mayoral candidate Carol Schwartz (R) and Ward 6 Councilman Harold Brazil (D) for at-large seats on the City Council. In Prince George's County, voters chose to secure a strict tax cap upon their local government, while voters in Montgomery County rejected a tax-cap measure. Virginians re-elected Sen. John Warner (R-Va.) by a surprisingly small margin over Democratic challenger Mark Warner, and also guaranteed victims' rights with an addition to the state constitution.
