I am the chair of the Judiciary Committee and second-ranking member on the council. I am committed to making Washington, D.C., a better place to work and live for all our citizens."

    What is the District's most urgent problem? "Ensuring financial recovery and efficient services; taxation without representation; and saving D.C. General are urgent problems facing the District."

    Arturo Griffiths (Statehood Green Party)

    Education: Attended Howard University; graduated from Mackin High School.

    Occupation: Community organizer and consultant for Center for Community Change

    Elected offices/related activities: Helped organize D.C. Coalition for Housing Justice (2000); served on the board of directors of the Upper Cardozo Health Clinic (1993-1995); planned and directed Citywide Multicultural Leadership Summit (1992); elected president of the Latin American Festival (1988-1990); founder of Latin American Youth Center (1973).

    Why should the voters elect you? "I will be a voice for all D.C. residents by building democracy and participation of residents in all levels of governance. As a council member, I will foster efforts to mobilize neighborhoods, tenants, workers and youth. As a former union organizer, I believe that our city must enact a living wage ordinance. I will be a voice for the Latino community and other immigrants. The city must develop comprehensive housing plans to stabilize gentrifying neighborhoods and ensure that tenants are protected and rent control laws are retained. I will fight to obtain statehood for the District."

    What is the District's most urgent problem? "The health care crisis for 90,000 individuals without health insurance and the threatened downsizing of D.C. General Hospital."

    Daphne M. McBryde (Independent)

    Age: 37.

    Residence: Southwest waterfront.

    Education: H.D. Woodson Senior High School; BA, communications, University of Texas at El Paso; master of public administration, Bernard Baruch College of The City University of New York.

    Why should the voters elect you? "I'm the best choice! The citizens of Washington deserve nothing less. I know government! While the D.C. Council was complaining about the problems of the city, I worked to create solutions. I have responded to the citizens' call for service in criminal justice, economic development, government reform, government accountability, education, and for children. I will make the quality of your life my number one priority. I will advocate quality education for all, affordable housing for all, economic development for all, quality health care for all, and neighborhood development that takes into account the desires of the residents and our environment."

    What is the District's most urgent problem? "Our urgent needs include having schools that educate our children, healthy citizens, a healthy environment, a thriving economy and fiscal stability."

    Matthew G. Mercurio (Libertarian)

    Age: 30.

    Residence: Mount Pleasant.

    Education: BA, economics and mathematics, Boston University; master's and PhD, economics, Princeton University.

    Occupation: Consulting economist and vice president at Economists Inc

    Elected offices/related activities: Volunteer tutor for the Higher Achievement Program, an after-school tutoring program for at-risk D.C. students; valedictorian for 1988 high school class out of 526 graduating seniors, also Phi Beta Kappa; volunteer for the Marijuana Policy Project, a national nonprofit fighting for an end to the war on marijuana users. Testimony and affidavits in several civil proceedings related to my work as a consulting economist.

    Family: Married to Robyn G. Mercurio.

    Why should the voters elect you? "If elected, I will introduce legislation to make it legal for seriously ill people to use medical marijuana in the District. In 1999, 68 percent of D.C. voters passed the medical marijuana initiative, a greater percentage of support than any of my opponents in the D.C. Council race! Unlike Congress and the council, I will respect the will of the D.C. voters by allowing sick and dying people safe access to their medicine."

    What is the District's most urgent problem? "The D.C. Council's recent vote to increase the penalties for marijuana distribution and Congress's undemocratic blocking of the 1998 medical marijuana initiative."

    Chris Ray (Independent)

    Age: 40.

    Residence: Woodridge.

    Education: Green Elementary School, Beers Elementary School, Sousa Junior High School, Anacostia Senior High School, Virginia State University; enrolled at the School of Theology/Evans-Smith Leadership Training Institute.

    Occupation: Bricklayer

    Elected offices/related activities: Washington, D.C., coordinator for the National Black Farmers Association; Ward 7 Board of Education community service coordinator (1996-1998); advisory neighborhood commissioner for Single Member District 7B02; License to Preach the Gospel (1994); member of the Wednesday Clergy Fellowship; member of the Southern Christian Leadership Conference; member of the Institute for Responsible Fatherhood and Family Revitalization.

    Family: Not married; two children, ages 9 and 5.

    Why should the voters elect you? "The citizens of Washington, D.C., deserve the best. I will work hard for senior service system of health and education. I will introduce legislation to reduce pharmacy errors and cost. I will work to improve service for the ??physical challenge uni-playground, better communication, medical equipment, independent living and employment training. I will help reform D.C. schools and recreation in ways that will work with our community. I will help improve contract benefits for city workers, living wage and no pay cap. Let's go all the way with Chris Ray!"

    What is the District's most urgent problem? "City management is the most important issue facing our city. I believe that qualified management staff with clear-cut lines of authority is required."


    Carol Schwartz (R) *incumbent

    Age: 56.

    Residence: Kalorama/Adams-Morgan.

    Education: BS in special education, University of Texas, 1965.

    Occupation: Council member, at large

    Elected offices/related activities: At Large member, D.C. Council (1985-89; 1997-present); board member (1997-present) and first vice chair, Metropolitan Washington Council of Governments; member and former vice president, Whitman-Walker Clinic board of directors (1989-present); board member and former president, Metropolitan Police Boys and Girls Clubs (1979-present); member, D.C. Board of Education (1974-1982).

    Family: Widowed in 1988; three children, ages 32, 30 and 28.

    Why should the voters elect you? "I have a strong and proven history of service to this city. During my first term on the council (1985-89), I spoke out—and voted—against the bloated budgets, the tax increases, and the rampant, unproductive spending. Since returning to the council in 1997, I have worked hard to fix what was broken and to ensure that our finances never get out of control again. Citizens of the District know me to be honest, caring, dependable, open-minded, accessible, responsive, and serious about my responsibilities as an elected official. I will remain true to them and our city if reelected."

    What is the District's most urgent problem? "D.C.'s continued financial recovery is my top goal. Without sound fiscal health, the chances for our city's continued vitality and significant service improvements are greatly diminished."
